USPA NEWS - President Emmanuel Macron arrives this morning very early, at 8:15 a.m., this Thursday, (11:15 p.m.) in Nouméa, today. At the end of a series of meetings between loyalists and separatists, the president promised not to "forcibly" pass the constitutional reform at the origin of violent riots in New Caledonia, giving the parties "a few weeks of more to negotiate” a global political agreement demanding above all a return to order.

ECONOMIC SUPPORT MEASURES ANNOUNCED BY THE PREISSNER MACRON


New Caledonia has experienced tragic events and significant destruction in recent days. During his trip to New Caledonia, the President of the Republic announced a set of measures to deal with the emergency and lay the foundations for reconstruction.

MISSION DEDICATED
A competent interministerial mission on reconstruction, which will be deployed on site in the coming days and will be led by Anthony Requin, senior official of the Ministry of Economy and Finance, has been set up. A dedicated unit in Paris will take over.
This on-site mission, in conjunction with Bruno Le Maire, Minister of the Economy, Finance and Industrial and Digital Sovereignty, and Marie Guévenoux, Minister Delegate in charge of Overseas Territories, who chaired a meeting dedicated to this subject on May 23, will in particular be responsible for: quantifying the damage, setting out the operational modalities for implementing emergency measures and proposing, in discussion with all stakeholders, governance and avenues for the reconstruction and diversification of the 'economy.
MEASURES OF EMERGENCY
To respond to the urgency of the situation, the State will deploy a set of measures aimed at relieving the cash flow of companies and helping to pay salaries and fixed costs of affected companies.
To do this and provide financial assistance to businesses, a solidarity fund will be created. The State will also support local authorities, which have competence in economic matters in New Caledonia, for the implementation of partial activity and exemption from charges schemes, ensuring a fair distribution of efforts between the State. and communities.
The modalities for implementing its support instruments will be the subject of work by the on-site mission and the services of the competent ministries. They will be detailed soon.
BANKING AND INSURANCES
In order to best cover those affected by the violence of recent days, insurers and banks have also committed themselves, during a meeting held on May 22 with Bruno Le Maire, Minister of the Economy and Finance. and industrial and digital sovereignty, to exceptional mobilization.
The period for reporting claims, normally five days, will be extended to 30 days, so that all claims can be reported to insurers.
As soon as losses are declared, the profession undertakes to pay advances on compensation as soon as possible.
Insurers are also committed to providing the greatest support to SMEs and VSEs affected by disasters by applying their contracts with the greatest kindness.
Finally, insurers will facilitate the implementation of assessments, by developing tele-expertise as much as possible and by sending a contingent of experts from mainland France in the coming days.
At the same time, banks are committed to supporting the cash flow and investment of New Caledonian VSEs and SMEs.
VSEs and SMEs experiencing cash flow constraints will be able to obtain an amicable postponement of their bank loan repayment deadlines for up to three months or an overdraft facility while awaiting payment of their insurance compensation.
Finally, the State will launch, in conjunction with the banks of New Caledonia and the French Development Agency (AFD), a guaranteed loan for reconstruction for New Caledonian businesses.
STATE & COMMMUNITY BUILDINGS
